Did you bleed the air from the cooling system as outlined in the factory service manual? Has the radiator been cleaned by a professional radiator repair shop, is the head cracked? You had it tested for cracks? It is one of these most likely that is causing the problem or a combination of them.

The transmission started to kick out of drive for no apparent reason.now I have a oily substance in the raditor

Very likely that the oil you have found in the radiator is transmission fluid. There is a built in transmission cooler that is inside one of the radiator tanks. If the cooler fails, trans fluid will get into the coolant and when shut off, coolant can migrate into the transmission. You need to replace the radiator and then drain and replace the trans fluid. You cannot drain all the fluid (pan removal only gets rid of about half) so it's best to do that once using a low priced but proper grade of fluid, run it for about an hour, then drain again and re-fill with a better quality fluid. (also not a bad idea to use some lucas trans conditioner in there).
Hopefully, you haven't damaged the transmission, otherwise you may be looking at a rebuild.

Sounds like a head gasket, the oily substance is actually oil. Do not drive the vehicle, at some point a $1000 repair will into $3000 repair when the engine seizes.

2000 jeep cherokee does not heat or defrost fan

the oily substance you talk about is antifreeze, your heater core is damaged and leaking in the form of mist and going to your windshield you must replace your heater core in the dash generally behind the glove box.

Heater does not blow hot air ,just mild warm air

Make sure the raditor is full. Don't just check the overflow tank but pull the cap when the engine is cold and make sure the fluid is to the top. If that is good then check vacuum line that controls the flapper that diverts air from airconditioner to heat. My 1999 Dodge 1500 had this problem and it was a cracked vacuum line.
