Question about 1997 Chrysler Cirrus
Sounds like an aftermarket alarm. if it is the try to remove the fuses from the unit. they will be located under the dash. if its a chrysler factory alarm try disconnecting the battery and let it sit for 5 minutes or so. that should reset everything
