I got a 1998 chev 5.7 vortec i pulled the lower and upper manafolds now the upper does not wanna go on it goes into place but does not drop on flush with lower manafold have you seen this before?

You have to reove the upper plenum. that is the part on top of the intake that looks like a dome on top of the lower intake.There is 8 10mm bolts around the outside of the dome part. the disconnect the fuel lines at back of lower intake and remove the cpi unit.

What is the problem?
There is no parts avail for that. You have to make your own repairs.
Drop the drivebelt by swinging the tension-idler with a crescent wrench and popping the belt off the alternator pulley.
Dis-connect the battery.
Roll the electrical connection boot back to get access to the connectors and remove.
Back out the top mounting bolt (it may be stubborn, don't be afraid to put weight on it) and swing unit out to get easier access to the lower mount. Drop the new unit in place and start the lower and upper mount bolts...re-connect the electricals...tighten the mounting bolts. Swing the tension-idler to re-mount the belt.
you will have to remove upper intake plenum the black plastic part there is a o-ring around the area you are speaking of. now if this engine didn,t have the intake gaskets replaced before installing now would be good time because if you keep vehicle believe me you will have to do sooner or later these engines came with plastic intake gaskets that are notorious for leaking to do this you will njeed to remove both upper and lower intake manifolds I just started a job on 99 tahoe today before lunch and customer is driving tonight replaced upper and lower intake gaskets fel-pro makes updated gaskets for this engine that has thick metal shim and rubber gaskets a great improvement that ends this problem as for your vacuum leak at opening for fuel lines don,t see often but is possible hope this helps
You should be able to put it EXACTLY where it was when you pulled it out, if not you will need to line up the oil pump shaft and then drop it in. OR You will need to get #1 cylTDC and then set the distributor rotor to number 1 cyl on the cap. If it does not go down all the way, the oil pump drive isnt lined up and you may need to line it up with a large screwdriver OR just put the dist in where it should go and then hold pressure down on it while someone spins the engine over until it drops into place. You cannot set the timing. The distributor will need to be set using a scanner and checking "CAM ******" it should be set to "0".

it turnd out too be the fuel pressure regulator,you have too pull the upper intake too replace it!!
after putting new seals on coat them with oil then slide on lower manifold
