It is on the rear passenger side, all the way in the back. You have to take out the seats and take off the trim panes to get to it. You need to pull out the motor and the resistor is attached to it.

A/C on caravan only works on high

There is a front-rear blower motor relay control that is involved in the circuits. This control module could be the problem. The blowers bypass the resistors to run on high speed.
You may have to get a repair manual with detailed wiring diagrams to trace the circuits.

My 02 grand caravans heat/ac isnt working properly. the rear heat works on all fan speeds, but the front only works on high.

Replace the motor resistor-pack located behind the glove box. Open the glove box, then grasp the side parts of the lid and pull them together somewhat--this will release the lid and allow it to flop down (empty the box contents first). The resistor is mounted next to the blower motor and is held in place with one bolt. This is a common failure with these vans. Hope this helps!

Have a 2002 Dodge Caravan and having problems w/heat. Only blows on high and does not get hot, as the vehicle warms up the air gets cold.

That's a well-known problem. There is an excellent video on you-tube on how to do it. It is not hard, or messy, or expensive. You should be able to do it yourself. Search on Blower Motor resistor Caravan 2002

2001 caravan fan only blows on high ac/heat both front and rear(dual air)

It is the blower motor resistor located behind the dash glove box. Take the glove box out to access and change. It is mounted on/into the fire wall.
Very easy to access, remove and install a new resistor.

Heater fan regulation

2002 Grand Caravan. The rear heater also has a resistor for the fan speed control.(3 speed) It is located under the rear passenger side plastic cover. You can take off the rear tail gate lower plastic piece and this will let you pull out the side panel. You can reach in and take out the two screws that hold in the resistor and unhook the wiring adapter. You do not have to take off the whole side panel as you can reach in from the back. The resistor unit can be bought at you local dodge dealer.
