Bad coolant temperature sensor. Your engine has two, one for the gauge and one for the ECU. If the ECU thinks the engine is cold it enters phase lock loop, or what would be choke on a carburator.

Don't know on your engine, but usually on or near thermostat housing or intake manifold. Note: you may have two, one with one wire for the dash display and one with two wires for the ECU.

There no timing marks . There no key slot machined in the damper. Timing , control by the ecu , from information provided by cam sensor,crank sensor, coolant sensor, map sensor and air temp sensor.

You did not list the year of this dodge ram 1500 truck, many years have the ecu module located under the hood.on the right side of the engine compartment, if this is a diesel then its located on the left side of the engine compartment behind fuel filter. this is for a 1998 and is good for a few years before and after. good day

1998 dodge caravan shutdown while driving flashing lights on dash .car wont start

When activate the shutdown sistem in Dodge, the power line of ECU is of, but the power line is generated from the ECU to all the control sistem, including the Transmition control module. That is the reason of the car don't start. The line of 12 volts of the injectors, and ignition coil is in the of moment, and when the temperature of the board of the ECU is down, it start again. Here in Chile, I repair the ECU, but in other countrys, you can buy an other new.
