I have a 2000 passat that had issues with the comfort control module. A lot of the interior electronic features stopped working (i.e., power windows). It turned out that there is a connection in the wiring that gets corroded due to water. The wiring is external to the actual ccm box, but under the carper. I simply removed the wrapping, and re-soldered the wire. It may be that something similar is happening here and causing a short, that in turn blows the fuse.

Dear Jetta Owner: The Fuse panel is located on the side of the dashboard by the drivers door, and the fuse You will want to change is # 14 it's a 7.5 amp fuse that is the most common to go out, if it's not that it maybe Your Comfort control module which is located in the service box on the fender well under the hood in the engine compartment, from what I've researched on VW there known for electrical problems of all sorts my suggestion is sell it get American made car and soon before something expensive goes out!! good luck!!

Pulled fuse#14 on 98 passat now won't start over

Fuse 14 is for the CCM, Comfort Control Module, and controls the lighting inside the vehicle and also the ignition. Your car will not start with this fuse blown or removed.

99 vw jettal 2.0 gas fuse 29 15amp fuse keeps blowing-no spark unpluged coil and fuse keeps blowing. help please

Thats the fuse for the ECU, engine control module, and is a 15amp for gas 2.0. i would locate the ECU which is under the center of the plenum in the engine compartment and disconnect the long plug. Check for green discoloration on the multipin connector. Sometimes moisture will get in there and short some of the pins together. Leave ECU unplugged and replace the fuse. If it still blows cause is between the fuse and the ECU.

Sunroof and windows won,t work, fuse is good

Unplug fuse 14 wait a few seconds and plug it back in. Check the fuse with a meter - I hear they can go bad without visibly looking blown.
If that doesn't work its the CCM - Convenience/Comfort Control Module. It's up under the dash to the left the steering column, behind your headlight switch.
