Electric power steering works intermitantly

'electric power steering'?

Power steering usually works by oil pumped by a manual pump driven from the serpentine belt. Your sounds like the Power Steering oil needs topping up. Make sure you use the correct ATF fluid as there are different types. It will be written on the cap of the Power Steering reservoir.

I had a 1997 saturn it starts up fine sometimes and other times it doesn't. I had the fuel filter changed and the gas injector lines cleaned. Now it does start up a little better but is still not starting...

very likely it is the fuel pump when you push the gas pedal puts car in clear flood mode resets the pump check your fuel pump fuse make sure not a hairline crack in the fuse intermitantly letting current pass through

Intermitantly stalls

Check fuel filter, blow back through fuel lines to tank, check lines for blockage, leaks or cracks, drain and flush fuel tank.
Make sure air intake is free from leaks or blockage, filter is clean and correctly fitted
Check fuel pump connections, try to hear if pump operates by turning on ignition (without starting engine), pump should operate for a few seconds until pressurised then cut out, any longer indicates worn or leaking pump, lines or connectors, especially if done over 300000km.
Otherwise check earths from engine to chassis, also EMS fittings for corosion, or have unit tested.
