Probably won't work as the 14's may hit the front brake calipers.

Yes, you can drop down to 14 inch wheels without any adjustments.
You have to buy really tall 14" tires like 215/75-14".
For your new 14" wheels you have to consider besides the bolt pattern the "offset" ( distance from its hub mounting surface to the centerline of the wheel).
Your new set should be something like this:
Wheel: 14"x6.5, (offset +38mm, bolt pattern: 5-114)
Tire: 215/75-14"

You always have to try to keep the same exterior diameter of the tire: big wheels with low profile tires or small wheels with high profile tires.

The OEM for the 2004 Dodge Grand Caravan SXT is 215/65-16" then I suggested the 215/75-14" wich is the closer one with the same exterior diameter to OEM and the best: the same width.

I really do not recomend to reduced the external diameter of the tire because damage to suspension parts, loose of automobile geometry, improper odometer reading, improper instant velocity reading, hard to steer, rough drive...etc.

The size have to be as close as OEM equipment. This is what stores like DiscountTire or Tire Rack do when you decided to change your wheel size.

This guy already decided to have 14" wheel and the suggested set is pretty close to OEM.

Anyway with 14" wheel there is no to much to choose.

Yes you can go to a 14inch wheel however without knowing the size you intend to use there is no why to say if those particular wheel/tire combination's will work.

You can change the rim/tire size to 15 inch as long as the wheel stud pattern is the same. Your speedometer is calibrated for the 14 inch wheel so the speed showing on the speedometer will not be correct. You will be going faster than the speedometer reads

It sounds as if your pump pressure is quite low. there is enough pressure for the trans to work with absolutely no load on it, but not enough for it to work properly.

Symptons on low power steering fluid

You steering wheel will have lots of play sometimes you can turn wheel about an inch or two without wheels turning. Check your fluid it has a little plastic dip stick in it like oil cept this has two measurement spots one for cold and one for hot. Add when cold up to cold line. If this keeps leaking you might have to replace your steering gear box

Around 70 mph the tranny keeps going form one gear

You need to back off the transmission kickdown cable. It is located just beside your throttle cable near the air intake duct. You may have to remove the black plastic cover to gain access. Just back of the adjusting nuts about one quarter inch at a time until it operates correctly and lock them down at that point. Thank you, Dana

Where is the belt adjuster to relaese the belt from pulleys

This engine configuration probably uses an adjustable idler bearing and wheel assembly to apply tension to the serpentine belt that drives almost all the accessories. You'll need to loosen, (DO NOT REMOVE!) the hub bolt, then turn the adjusting bolt behind the wheel to provide the slack you need.
Or, did you mean the timing belt? That one has an oil-filled tensioner that requires clamp compression to collapse down the right clearance. Did that help? Let us know...accordianman
