Tail light and dash light not working

Could be a headlight switch issue.
The dash lights and tail lights are on different fuses but powered by the headlight switch.

No tail lights when the headlights are on

Check the fuse for the tails. If it's good, then possibly a shorted out light switch, or a problem in the body control module (BCM).
I replaced a light switch recently, without disconnecting the battery. When done, the headlights were fine, but no tail lights. Turns out I blew the tail light fuse by not disconnecting the battery before starting.
Good luck.

Open trunk. Remove the threaded wing nuts on each tail light assembly. With the wing nuts off, pull the entire assembly out to exposed the sockets.

My 97 plymouth breeze's right rear tail light went out, I changed two bulbs. Now my right turn signal clicks at twice it's normal rate. Is it most likely Bulbs, fuse, or a pesky short.

It is most likely another faulty bulb in the turn signal circuit.
Ensure the indicator bulbs are replaced with the correct (specified) wattage rating.
Check you haven't dislodged or otherwise lost the ground connection to the rear tail light bulb sockets.

There is a body control module that may cause this issue, it has the ability to be tested, have that done first.
