If the actuateor is vacumed, you might have have a hose that came off or it has a split in it somewhere, check that.or if you have posilock hubs one or both may be wore out or lacking grease, they are easy to remove, just a hex wrench and snapring pliers is all you need, remove and inspect for obvious sighns of wear.

Are the hubs manually locked or are they vacuumed/electrically locked?

Try replacing the motor on the back of the transfer case that engages high/low, which should fix the issue.

My 2002 2500HD 4x4 front axle not engaging

Try jacking up one side of the front and putting it on a jackstand. Then turn key on(but dont start it) and put it in 4hi. Try to spin the tire in the air. The drive shaft should not turn nor the wheel. If the wheel does then maybe the acuator is not moving in the axle. It worked when you pulled it out but it might be hanging up on something in the axle.

Four wheel won't engage

Theres a vacume dash pot under the battery box. It pulls a cable that engages the front diff. Put the vacume line and you'll have lights and four wheel drive. (it happened to my blazzer)

Trnsfer case wont engage

This vehicle has a solenoid on the front differetial that switches between 2W and 4W drive. The mechanism also contains a swtich that tells the truck what position it is in. Your problem may be a faulty solenoid. It is relatively easy to replace.
