I have a 1998 dodge 1500 van and the wipers have stopped working.The last few weeks they would work sometimes.I have checked the motor and fuse and they are ok.

Make up a set of jumper wires that will accommodate the wiper connectors and run an auxiliary ground wire to be sure it is not a ground problem and then jump power directly the power lead connectors on the motor.
Check the wiper arm motor under the hood. Sometimes its the fuse, Check the circuit breaker for continuity across the terminals If an open circuit is indicated replace the circuit breaker. Also check between the circuit motor and the ground, and check the battery voltage with ignition on (don't start) if it test for voltage good and the motor still don't work its a faulty wiper motor. there may be a software update for the powertrain control module for mis-fire monitor. check with your local dealer. but if thats not the case,these engines are known at least in my experience of having the heads crack between the valves and cause mild mis-fires. try compression testing all the cylinders and performing a leakdown test on them as well.
If the wipers were buried under snow/ice or frozen to the windshield, you may have blown the red 10 amp fuse located in cavity 9 in the fuse block located on the bottom left side of the instrument panel near the parking brake pedal. In order of easiest to check: 1) ensure wipers not frozen to windshield. 2) ensure wiper arms are not loose on the pivot stud, 3) check the red 10 amp fuse. You stated that "you can hear the motor". Which motor do you hear? The engine or the wiper motor? If you hear the wiper motor, then the fuse is alright. Try 1) and 2) above. PT Stanley
