Since you have already replaced the TCC solenoid, this problem is then confined to one of the following, the wiring harness has a problem that gives a poor connection and set the code or the torque converter magnetic clutch is defective, the most common problem is the torque converter on this transmission, and lots of Dodge forums bear this out, in that the torque converter cures the persistent P1740, it seems the TCC and OD solenoid pack is seldom the problem, i suggest you bite the bullet and replace the torque converter.
