Question about 1999 Ford Crown Victoria
Check the fuses if there good there is a switch on the brake system on the master that is bad if you unplug it and jump it it will come out of gear you need to replace it it should be wet they go bad all the time

Had a similar problem. Solved it two ways first place key in the 3 position move gear to N then start and it will shift easily. Second solution check brake light fuse, it is probably blown replace it and gears will shift OK.
