Question about 2002 Hyundai Accent
There is an emissions unit underneath the car by where your gas cap is. It's job is too collect the fumes when you fill up the tank and once the car is started and certain parameters have been satisfied it sends the fumes up to the engine to be recycled. If it is worn or plugged up or the hoses are kinked the fumes cannot escape the filler neck and will cause the fuel not to flow into the tank properly. Air bubbles are coming up the filler tube while the gas is trying to go down.
This item is covered by warranty mandated by federal govt.(if you are in the USA). If they are unwilling to fix this under warranty you will have to contact Hyundai first :

If they cannot help you, then Contact someone at the FEDERAL CLEAN AIR ACT. which states that certain emission parts have to have an 8 year/80,000 mile warranty no matter what the manufacturer claims.

Sounds like you need to have the fuel pump look at or replaced.
First change the fuel filter to see if it is stopped up.
Filter is located under brake master cylinder- see diagram--
