Anytime the temp is below 40 deg you should plug a diesel in overnight. it is better for your engine. also you could try double heating before actually try starting.

Might be time to replace your battery it's really cold where i'm from, I have 1000 CA with 800 CCA battery. Get the battery wrap for it it helps insulate the battery alittle as they are mostly distilled water. It's also possible that the alternator is not helping the battery charge. Use full or semi synthetic oil to help an easier start and plug the old gril in when not in use to be sure. Also listen after you plug it in to be sure the block heater is circulating it should sound like a kettle starting up. If you don't here anything after about a minute then you heater cord may need to be replaced.

Make sure battery has a full charge and battery connections all good.
If it cranks good but won't start, have a helper crank it while you visually check for spark at the spark plugs. If spark everywhere, use a gage and check proper fuel pressure and fuel injector pulse.
If you having a problem with more than one system, I want to check for rpm signal, that usually comes from the crank sensor. Not sure why you replaced cam sensor? I always want to check sensor wiring circuits before replacing anything. Don't replace anything unless your testing points in that direction.

2004 Dodge Neon 2.0 - Got a new battery, turns over but still wont start. Is getting fuel though.

Has it been running since you got the new battery? If it cranks good but won't start, have a helper crank it while you visually check for spark at the spark plugs. If spark everywhere, use a gage and check proper fuel pressure. Also, check for fuel injector pulse. If more than one issue, check cam and crank sensor. Check theft/security where applicable.
Don't replace anything unless testing points you in that direction.

Battery died, changed battery and now engine wont crank.

Look for a blown starter fuse or fusible link in your underhood block. Also look for what made it blow.

I can boost my car and it will run fine then I turn it off and it wont start again is it a battery that needs to be replaced

this sounds like a bad alternator, that is the job of the alternator besides powering your car after start up, the alternator should keep the battery charged, believe it or not cranking your car is the only job your battery has unless you just switch you ignition to accessory, once you start the car everything runs off the alternator , a quick test for the alternator is this , crank the car and very temporarily unhook the positive battery cable, if the car does'nt die after 2 or 3 seconds the the alternator is putting out a charge

2001 Mitsubishi Eclipse starts sometimes then wont and just makes a clicking sound, is my starter going out?

could be, unless your battery is dying. a nearly dead battery will make clicking noises while it is cranking. if you keep forcing it by turning the key from "run" to "crank" and it gets it to start it may be a dead spot on the starter.
