The Lighting control module usually is the main culprit. First check if there are any blown fuses if none open this module and resolder the headlight relay terminals.

To find the problem, do a wiggle test, if they are working, go over each part that you can access from the headlights, to the light control in the car, jiggle everything around and just start with that. something is obviously loose, just have to figure out what.

Headlight module under the dash. It is the size of a box of crackers, not a small part.

SOURCE: 2005 crown victoria police interceptor headlights problem

The problem is fairly common in this car. The solution is the Headlight Control Module, or Lighting Control Module. My car did the same thing, they would go off, and come right back on. Then one day they went out and stayed out for 12 minutes. I changed the HCM and they never did it again. It is a box under the dash on the drivers side, right above your right shin if you were driving.

Headlights go off but signal and tail lights stay on.

The lighting control module is defective and needs to be replaced...A well known defect. I know. I just researched this and replaced mine due to headlight outages. There is extensive information on the web regarding this dangerous defect. The NHTSA conduvcted an investigation and closed it.......No recall on the defective part. You wanna drive your Crown Victoria 2003-2005 at night?..........Pay money and replace the LCM.

Headlight will not come on, high beams will not come on , the passing lights work, brake lights work. and then randomly the headlight will start to work

You most likely have a failing Lighting Control Module. Search the Internet for "Crown Victoria Lighting Control Module" and you will find hundreds of references, from how to repair it yourself (requires soldering and technical expertise) or how to replace (reasonable cost of $100-$200) or how to buy replacement modules on eBay, Amazon.com and other sites.
