The plastic piece you found is most likely the window motor gear (the little plastic cog that sits inside the center of the window lift motor and rotates the regulator up and down) Being on a budget, I would go to your local junk yard and remove a used window lift motor from another 2002 Dodge Ram van (I see that make and model in the junk yard often) It is very easy to remove and you will save alot of money vs. buying a new one.

For tonight, get some cardboard, plywood, plastic bags, and some duct tape and seal the window up from the outside, cut the cardboard or wood to fit the window frame and then tape it up to keep out the freezing rain. I know from experience that replacing a window lift motor is easy but replacing the window regulator takes some time and skill/ability to remove from the inside of the door and then reinstall.
