No they are seperate problems, try checking the thermostat switches for the fans, one is on the engine and one on the radiator if you get a correct heat reading on the dial then 9 of 10 it will be the switch on the rad, try locating the A/C relay in the fuse box, this might be the problem with that hope that helps
