It is located behind the Timing Belt in the "V" of the Cylinder Banks. Yes you have to remove the Timing Belt Cover and Timing Belt to access. Sorry :(
Let me know if this helped.

Bottom radiator hose leaking on waterpump housing on nipple

Change the hose it might be perished and the hose clip. The waterpump may have corrosion on the hose fitting. If so check your antifreeze.

I have a 3.8l grand caravn and it's leaking antifreeze from the part that the lower rad hose is conected to. i'm assumeing that it's the water pump.

THAT SOUNDS CORRECT! THE WATERPUMP HAS WHAT IS CALLED A WEEP HOLE! IT IS LOCATED ON THE BOTTOM OF THE WATERPUMP! IF THAT IS LEAKING, THE WATERPUMP WILL NEED TO BE REPLACED!

Fuse location for cruise control on a 2000 dodge caravan

The cruise has no dedicated fuse, you will most likely be looking to replace the clockspring rotating contact located under the steering wheel which connects the switches in the steering wheel (horn, cruise and air-bag) to the rest of the electrical system.
