Sounds like it is getting to much air or not enough! check the air flow system ensuring there is no rips in the pipes etc.

I think what you are describing may be "run on" or Dieseling" which is a way of saying that an ngine with spark plugs that should stop when the key is turned off, continues to run in a rough manner. This is typically caused by glowing carbon in the cylinder, often on the head next to a fouled spark plug tip.
I would recommend changing the spark plugs and spending the $ for some "tune up in a can" that removes carbon deposits from inside the cylinders.

What will make the #1 and #2 spark plugs to foul out? Parts that are new:Plugs,wires,cap, rotor,coil, pickup coil.Cleaned the intake with Sea-Foam, that's what made it run better, but only #1 and #2 plugs...

I would go for the fuel injectors. Dry carbon, being black(to much fuel) or white (to little fuel). Both lean to the injectors. Clogged or open. My guess would be black. The crack would really only cause a O2 sensor fault, sucking air, that could cause a white burn on the plugs, to lean. Have the codes read..

you next need to check timing and engine error codes. perhaps compression if the engine has a lot of miles. compression test will tell a lot.

It could be many different things. Check the vacuum lines. Check spark plugs. Check compression in engine, check fuel lines filter and injectors or carb. It's sounds like a misfire which can be caused by incorrect fuel, spark, or compression. And sometimes they run rough because vacuum pressure is incorrect or line is leaking. Failed emissions hc high

First I recommend changing spark plugs, air filter, and change the oil & filter. If these are dirty or fouled up it will kill your millage and help to fail smog.
You can reduce both NOX and CO emmissions by adding denatured alcohol to the gas tank. Run it down to a bit under 1/4 tank and add 1 1/2 gallons. It makes the engine run a bit rough, but really clean.
If you still fgail SMOG then you need a new catalytic converter.
I used to "trick" my 86' with alcohol, but just rebuilt the engine so I put a new Cat on it. It passed emissions with WELL BELLOW numbers.

I have 1994 toyota celica it cranks but wont run. if i hold the gas to the florr it starts but runs really rough like only on one cylinder. what the hell is wrong with it?

First thing you want to check is your spark plugs. If they look bad replace them and while you're doing the plugs you might as well get to the spark plug wires also.

Where is Idle control valve located and how do you know if it's bad? My 1994 Toyota pick is idleing ruff and skips a little while running down the road. I've changed the plugs and wires also had the head...

Idle air control valve only controls air into the engine while idling. If your vehicle is running rough and skips, its misfiring. Make sure that the new plugs are properly gapped and timing is set right on the distributor side, intake hose isnt leaking. Re-inspect the sparkplugs for fouling (black, burnt, brown etc). if ok, have the computer scanned for the error at autozone (free). Post the code online...hopefully this helpd

sounds like valve guide seals are leaking allowing oil to enter the combustion chamber with is fouling the plugs with carbon build up.

check if your O2 sensor is working that is the thing telling computer how much fuel to put into motor it is on pipe close to motor your O2 sensor tests how much oxygen is pipe while running and tells to increase or lean back fuel

sounds like too rich of a mixture check for vacuum leaks and check fuel press regulator
