Mabe. You don't need to remove the dash IF you can still insert the key and turn the switch (along with a special tool). If that fails, they'll probably have to drill down the center of the mechanism (or something else similarly drastic). There is a special tool that looks like a "U" that is placed on either side of the ignition chamber. Once it is slid in and the key is turned slightly, the locking chamber can be pulled out.
