Question about 1996 Pontiac Sunfire
If it has an airbag than take it to a mechanic, but if not then try popping of the steering wheel cover and inspect the contacts points to complete the circuit for the horn to sound. Also check the wiring to the horn, it coul be loose or the horn could have gone bad.

SOURCE: horn fuse keeps blowing out
Check the wiring around the horn and make sure nothing is touching metal...look under the hood at the horn and make sure everything is pluged in and there is no water on any plugs or wiring...Make sure the fuse is the correct number (ex: 10, 20, 25) If it is still blowing out the fuse then you after you do some checking then it is a short in some wires

Simply have it replaced, horns on domestics usally stop working as mine did on my 93 lumina, it stopped working and I had it replace and it worked fine after that.

check the fuse box under the hood. i checked the one on the inside of door w/no luck also. i found a larger gray one there that was labeled horn
