Check the blower resister and blower motor connection located under the passenger side of the dash.they have a tendency to get burnt up due to a poor connection .:)

Does the whole instrument panel have to be removed to replace heater core

All the information I've ever found about the heater core in a Mercury Tracer say's yes. You must remove the whole dash and everything to get to it.
I hear that the Haynes repair manual for that car has a good step by step set of instructions for doing it. good luck.

No heat or AC on my 97 Mercury tracer

Im not sure exactly what u mean here, does anything blow out of the vents? Well from what i understand nothing comes out of anywhere, this to me sounds like a blower motor problem. I would go thru and check all ur fuses to make sure it gets power. If it does have good fuses i would take the blower motor out and test it. take a jumper wire from positive cable and negative to blower motor to see if it turns on.

I have a 1997 Mercury Tracer; fan switch not working

If the blower motor has a problem, check voltage and ground circuit. In the diagram, top wire for blower motor is voltage, the bottom wire is ground. If good voltage and ground, then suspect the blower motor has a problem. You can see the fuse and circuit breaker, not only check them, use a test light and voltage on the circuits. Your blower resistor and control assembly are on the ground circuit, you can bypass those to see if problem on ground circuit? I know I didn't answer your question, but, I don't know what testing you have done?

Need to know where the blower motor is located

It is behind (and underneath) the front passenger side glove box compartment. If you lay on the floor you will see a circular shaped black plastic compartment, This is the blower fan and motor.

Heater/AC won't blow out air

blower motor is behind the glove box. also check the blower resistor it should be nex to the blower motor
