Question about 1997 Eagle Talon
The settings are computerized controlled. I would go to AutoZone and get a FREE scan of your vehicles comouter to see what codes come up. That way you will know for sure what is needed to repair your idle. More than likely if the idle is too high or low the ISC is bad. If it is irregular at times the TPS is going bad instead

SOURCE: reving up to 3000 rpms from idle
Check all your vacuum hoses especially the larger ones like the one from the brake booster to the intake. Check them for cracks of see if they're broken. Also spray WD-40 or carb. cleaner on the intake manifold where it meets the cylinder head. If the idle changes, you have a vacuum leak there.

SOURCE: up my boost on 97 eagle talon
Before you up your boost at all. Get youself an SAFC, do all the free mods to open your air and fuel circulation.
you can find the free mods on dsmtuners.com
safc is going to be your tuning tool for time being.
once you turn your boost up to lets say 14psi, thats adding alot more air to your engine, and nothing to add more gas.
get the safc to richen your system up to compensate for the extra air.

It may be a dirty air cleaner or a dirty Idle Airflow Valve . The IAC can be cleaned by taking off the duct work that goes from the air assembly to the fuel injector hole. The valve is to one of the sides of the hole just inside. You will see two small holes. Buy some card cleaner and with your engine running at about 1300 rpm spray the cleaner directly into these holes. Spray for a good 10 seconds. Stop the engine and let the cleaner soak in. Repeat this about 4 times. If it still idles rough it may be the Idle position sensor or you have to replace the IAC.
