Question about 2003 Chevrolet Blazer
It deffanetly sounds as though the front is not engaging because the light to let you know it is in 4x4 is located on the front axle where the cable pulls the front end in to lock 4x4.I would pull the battery and battery tray so you can locate the actuater that pulls the 4x4 in.Then I would try to hook up a jumper pack to the battery cables so you can start the vehicle without the battery in place.With the truck running just have someone push the 4x4 but and watch to see if the actuater tries to pull it in with vacume.(you should see it clearly try if there is vacum there)you do not need the vehicle in drive to do this so make sure it is in park.

First you need to figure out if 4 wheel drive in 4 low is working. i know you said it is but do the front tires actually pull... if it is than you have a transfer case issue... if it does not than you probably have a vacum issue with the front hubs
