Question about 1993 Honda Accord
I had the same problem the person i got the car from put a cold air intake on it and plugged the vacuum line for the idle air control i couldnt figure out why it was doing that either... but if you have a stock air cleaner try pulling the vacuum line off and check if it is plugged or also replacing the valve and check the coolant like the person r and b auto said

If it is still surging up and down and i take that you installed a new idle air control valve,Its possible you may have a faulty valve.Take the new one back and try another one .Also the coolant level must be properly filled after installation for proper operation.
