I had the same problem the person i got the car from put a cold air intake on it and plugged the vacuum line for the idle air control i couldnt figure out why it was doing that either... but if you have a stock air cleaner try pulling the vacuum line off and check if it is plugged or also replacing the valve and check the coolant like the person r and b auto said

If it is still surging up and down and i take that you installed a new idle air control valve,Its possible you may have a faulty valve.Take the new one back and try another one .Also the coolant level must be properly filled after installation for proper operation.

Wood a bad idle air control valve cause car not to start

No, a bad idle control valve will not cause a "no start" scenario. See below:

"An IAV sometimes may fail, or can become troublesome. This can manifest itself through various problems while driving. Following are a few problems that may be caused by a faulty IAV. A rough running engine can be caused by a faulty IAV. If the valve begins to stick over time, or fails to respond to inputs from the car's computer, it may not properly adjust for engine loads and operating temperatures. If you notice that your car seems to run rough when it starts up, or once it warms up, it may be a good idea to check the IAV.
Sometimes you may notice that your car stalls at a stoplight or anytime you come to a stop. An IAV that isn't working correctly can cause that to happen because the engine's computer can no longer keep the engine idling. Many other things can cause stalls, so be sure to investigate other possibilities, such as bad spark plugs.
A failing IAV may cause the check engine light or service engine soon light to come on. Because the IAV plays a role in emissions control, if the valve fails it may cause problems with the engine's emissions control system. You can plug a scanner into vehicles equipped with an OBD II port for a quick diagnostic of the car's check engine light issue."

I have a 1993 Honda Accord LX which idles with a "surge" while the car is in park...the "surge" goes away when you put it into gear. Any ideas?

On the throttle body, that's the part where the throttle cable goes on, will be a screw. might have a plastic cap covering it, remove cap, and with screw driver turn screw in there to where it will idle where you want it, that the idle mixture screw.
