Of course it will. Not only that, but attempting to turn it over, might damage internals in the engine. Take all the spark plugs out, and start the engine for five or ten seconds, that should get the water out of the cylinders. Even with fresh plugs, the engine will be hard to start, but once it does, it will clean itself. Water in the cylinders also means water in the crankcase, so change the oil and filter afterwards.

Was this car driven into water? If you are referring to hydro lock (water in combustion chambers) the answer is yes. To free it remove all spark plugs and the try to turn it over. Bet on a bend connecting rod.

How Can a fan belt tensioner malfuction keep a motor from moving ?

Can you turn the engine by hand to make sure the engine isn't seized or hydrostatic lock? If you suspect hydrostatic lock, remove the spark plugs, then see if it will crank.
I don't know if you can visually inspect that the starter drive gear is engaging the flywheel? I can't see much from here, only make suggestions.

Why does serpentine. belt keep breaking?

Any one of the the pulleys down in front can do it. All the pulleys should turn freely. Except the lowest, center on. It is the crankshaft.

2000 Hyundai Excel ignition lock problem

What most people refer to as the "Ignition switch" is really the "cylinder lock", that when turned with the key, operates the actual "ignition switch".
The switch causing your problem is inside the steering column, and the column needs to be at least partly disassembled to access it.

Should clutch fan turn freely with engine off ? if its locked in and the temp gauge shows it running in the middle would it still effect the heater temp

It should turn 'freely', that is it should spin about 1 1/2 revolutions when spun then come to a stop. They are designed to 'slip' at lower temperatures, and 'lock' when the engine is running at higher temperatures. Your heater temperature is affected by the engine coolant thermostat and the blend door in the heater core itself.

WHY IS MY ENGINE LOCKED UP?

If you have a seized engine, it is usually due to one of 2 reasons, either the oil pressure dropped, and created havoc, (which you would have noticed), or a possible head gasket blown, causing hydrostatic lock. If this is the case, you could remove the plugs, turn the engine over, and wherever the coolant comes out of, your issue lies there. Good luck...

My key broke off in my 95 Ford Ranger ignition, how do I get it out? the switch just keep turing when I try to turn off the vehicle.

If the lock just keeps turning the cam inside the steering column is broken. Bigger problem than just a broken key. If you can't get the engine to turn off, use a thick towel to "smother" the engine air intake, then disconnect the negative battery cable. You will need a tow truck to take the vehicle in for repair so you might want to drive it to the shop before you do this.

Truck after engine gets hot starts sputtering

You're getting a condition known as "vapor lock" or hydrostatic lock. This happens when you run your fule lines too close to a heat source (exhaust, engine, etc). You can solve it by re-routing it away from those heat sopurces...this should help.

My doors won't lock using the key at times

Have you tried penetrating spray at latch assy & try to get as much in behind as possible, as well as sticking nozzle right in key hole & spray quick , let sit, and do it a few times? Keep working the key after, and keep applying spray until working freely as it should. Remember, not only does drivers door usually get most use, but it also gets most road spray from passing vehicles. I've has some where I have to remove inside door panel, just to get all the linkages in there. After moving freely, i usually apply some spray grease, such as White Lithium, same way, just to prevent future problems.
