Sounds like the blower control module. Alo inpect the multi wire plug, they sometimes get damaged from the heat. The module and plug should be in the immediate vicinity of the blower motor, generally behind or below the glove box

2006 tahoe the blower keeps running even after the key is turned off

Does the blower run for a period of time after the ignition is turned off? There is a Tech Service Bulletin (TSB) out there to correct musty A/C odor by adding a relay which keeps the fan running. This is a excerpt, "The Electronic Evaporator Dryer will activate when the ambient temperature near the module is above 16° C (60° F) when the vehicle is started up. Approximately 30 minutes after the vehicle has been turned off, the blower will activate for 10 seconds every 10 minutes for 2 hours unless the vehicle is restarted. If a restart occurs, the Electronic Evaporator Dryer module will reset automatically. This on/off blower activation will dry the evaporator core and case reducing the chance of reoccurring A/C odor. The Electronic Evaporator Dryer is self fused and has a battery rundown protection feature that inactivates the dryer if voltage drops below 12.5 volts."
If you are experiencing something different, please describe further including any condition that cause it to turn off, or those which do not cause this to occur at all.

The Dryer Module could be faulty.

Blower control

Check connector at the blower motor. The ground burns up in the connector. Also try this turn the blower motor on speed 3 then smack the bottom of the blower motor. If it starts blowing the brushes in the motor are worn out. Replace the blower motor.

Heater not working and somehow draining battery power.

I'm guessing the blower motor relay is stuck on, the relay are usually in or near the fuse box. Sometime those relays can get so hot they weld the contacts together. I would suggest disconnecting the battery when you are not using the vehicle, until you can get it to a shop to get it fixed. The vehicle could very possibly start on fire so make sure you don't park it in your garage with the battery connected.

2004 impala blower motor

The purple wire voltage, black wire is ground, at the blower motor. At the blower motor control processor, the red wire is a fuse protected circuit, hot all the time. With hvac off, if nothing on the speed control circuit, doesn't the problem have to be the control processor? Do you see it differently? Just my opinion.
