Shoot starting fluid into the air intake only 1 to 2 second shots if it runs then youll know its a fuel problem also check fuel pressure just because you hear the pump dosent mean its making pressure theres a plastic hose that can split on that pump and it wont make enough pressure to run.hope this helps Thunderboltz ps no disrespect to the other tech intended.
First check the fuel pump relay, then if the relay is good, listen when you turn the key for a hum from the tank. If no hum, then the fuel pump needs to be replaced ( which is in the tank), if you hear a hum and the relay is good then check the fuel regulator and injectors.
This could be a couple of things. Since the gas ran low, it probably is sediment in the tank mucking things up. The sediment is probably blocking the pathway and reducing pressure.
Try replacing the fuel filter (always a good thing.) The other typical place is the strainer on the fuel pump inside the tank. try banging on the bottom of the tank to maybe loose the particles from the strainer, otherwise you may have to get inside the gas tank. If you have to do that It may be a good idea to just replace the fuel pump (the fuel pump uses the gas as a coolant and may have overheated.)
Another place to be concerned is the injectors. Rarely they start collecting deposits as well. Try some cleaner in the tank. The next thing is removing the injectors and soaking them in alcohol (again not easy)

The in tank fuel pump is bad. When you buy the part, it's actually called a fuel pump module. He'll have to remove the filler tube, remove the straps holding the tank under the truck (use a floor jack and a piece of wood to slowly lower it down), disconnect the electrical connections and drag the tank out from under the truck. Use a hammer and a BRASS punch to remove the lock ring. The reason why you want to use a brass punch, it won't create any sparks. when putting the lock ring back on, be sure to grease the large O-ring so it doesn't kink and this will make it easier to re-install the lock ring. Installation is the reverse of removal.

When you turn the key and you do not hear the fuel pump kick on then it is the fuel pump that needs replaced.
