If everything in the vehicle is working fine then I would not replace the fuse block.Some of these will not have power all the time.You could just be giving yourself a big head ache if you are not having any problems.If you are having problems tell me what they are and I can help you find the problem.You don`t want to be replacing parts that are not needed.This can get costly and could just give you more problems.Hope this helps.Good luck.
Then the problem your having is more than likely the ignition switch.I have done a few of these that had this same problem.What happens is power comes into the switch but won`t come back out to the fuse block.Some of these don`t get power til the ignition switch is turn on.Hope this helps.Let me know.Good luck.

Oh the Problem im having with my 99 Malibu is no Dashboard lights ( instrument panel )and in my Car books it says it Fuse #15..i checked the fuse itself it works fine but the clip that hold the fuse is not working or maybe the slot itself ..what should i do ??
