If you are certain your valve is the problem, then you need to replace it, you can't adjust it. You should make sure your calipers and drums are correctly functioning. Make sure your master cylinder is functioning correctly, as well as making sure that your brake lines are not stopped up or leaking. Replacing the proportion block is one of the hardest things you'll ever have to replace on a brake system. The bolts will be rusted.

You should be able to detach the breather line from the brake hose. The breather line is for the rear end.

If you are talking about the brake proprotioning valve, these are not ajustable. they work or they don't work. If yours is not working you can try to clean them up on the inside, some can be taken apart. you know it is working when you shake it and you can hear the valve on the inside moving, Rattling

what do you mean by "higher gears"? If you mean that when you get to higher speeds and the front end starts shaking, I would bet your front brake rotors are warped. The price of new ones is pretty cheap, so i would replace them and the brake pads. You may also want to get the front end alighnment checked out. Thanks

Flexible brake lines are probably balooning out causing pressure not to build up, replace flexible to the calipers.
