If you are certain your valve is the problem, then you need to replace it, you can't adjust it. You should make sure your calipers and drums are correctly functioning. Make sure your master cylinder is functioning correctly, as well as making sure that your brake lines are not stopped up or leaking. Replacing the proportion block is one of the hardest things you'll ever have to replace on a brake system. The bolts will be rusted.

sounds like your porportioning valve is stuck to not allow fluid to rear ,id check that and also make sure you don't have wheel cylinders leaking brake fluid

F-150 brakes line
You should be able to detach the breather line from the brake hose. The breather line is for the rear end.

Adjust porportioning valve 1992 F350
If you are talking about the brake proprotioning valve, these are not ajustable. they work or they don't work. If yours is not working you can try to clean them up on the inside, some can be taken apart. you know it is working when you shake it and you can hear the valve on the inside moving, Rattling

I have a 1980 ford truck. I replaced my calipers, brakes, rotors, master cylinder, and porportioning valve. My brakes are still not releasing.
i have ran acrossed several times where the rubber hoses at the calipers colaps inside and act like a flap valve . This is what i would try next.

what do you mean by "higher gears"? If you mean that when you get to higher speeds and the front end starts shaking, I would bet your front brake rotors are warped. The price of new ones is pretty cheap, so i would replace them and the brake pads. You may also want to get the front end alighnment checked out. Thanks
