Usually when the light blinks it is telling you there is a problem with the system and you should have the computer scanned for trouble codes. It could be you had to use the ABS in a panic stop, or one of the sensors has failed.
It does mean that the ABS will not work with it on. I cant tell you why without the code. Allot of times with these Passats it is the module. You can find them online rebuilt for a reasonable price.
This is indicating a fualt with the abs and braking system. Volkswagon is very proprietary and a trip to the dealer may be nesssary. If you look in your owners manual it will tell you what all of the warning lights on your dashboard mean. I would also check your battery, if your battery is not putting out optimal voltage for this car then it will play all sorts of havoc with your warning system by throwing false warning and such. My 07 passat did the same thing, I would get in the car and every warning light on the dash would light up like a christmas tree and then go off a little while later. I replaced the battery and I never had a problem again.
you have a problem with one of the road wheel sensors.....i think four flashes is rear right but its a long time since i wirked on one but still a cracking engine the g60
