Excluding drl and fog lamps, there is no relay. The voltage to headlamp switch, hot all the time, I didn't check for fusible links? The voltage from headlamp switch goes to dimmer switch then to headlamps, at the headlamps check voltage and ground. My info showed sealed beam or quad lamps, I didn't look at both.
There is a headlight relay on 1998 models, but not 1997. And if you have daytime running lights there is a relay for that. But none of that would affect the dash lights. So my vote is for the problem being in the actual headlight switch, or a wiring connection. The headlights, parking lights, and dash lights are all on different circuits and fuses. But they all go thru the switch.
if your ignition is turned off then yes it is possible to detect a negative reading from what will be live once ignition is applied, this is because when circuit not in use it is in a dormant stage and doesnt hold current for safety and to prevent unnessecary draining of your battery.
The brake lamp fuse is blowing due to short to ground.Chances are you have a faulty bulb filament crossing over to another filament inside it.Remove the an inspect closely for a loose filament by lightly tapping on each of them.

check all your fuses because if your brake light fuse pops then it will not disengage the shift also it could be your brake light switch so check those
Yeah, The fuel pump can go bad . The normal warranty on the pump is 12 months or 12,000 miles. This is very rare . I would check if the fuel pump had a lifetime warranty.
I would also check the ignition switch, and all the fuses to make sure the fuel pump is the failure.
