ATC fuse 20 amp ? Power to the ATC control module & encoder motor . Shorted circuit in electrical wiring to one of the componets listed above . Do you know what a electrical diagram is ? ATC fuse - orange wire to encoder motor an atc control module . One of these has a short to ground probably .

Check for blown fuse. Check for fan not spinning fast or binding, check wires and cables for loose or bad connections. That's all I can think of. Good luck.
No, not very normal, if it won't start. The clicking may be from your starter relay-there is an electrical problem that needs diagnosing. Does it crank over and not start, or won't even crank? Just a guess, but you may have a fuse link burnt out. Check if your fuses have power to them. When the key is in on, every fuse on the car should have power to them. Use a test light and check.
There is no "KILL" switch. something isnt hooked up correctly. or a relay is bad/ fuse? I hope the starter wasnt replaced for no reason? Be sure IGN A fuse is good,(under hood fuse box) CRANK fuse, (in dash fuse panel), STARTER RELAY (in under hood fuse box) , battery good? connections tight? shifter in PARK?
try checking the crank sensor. if a crank sensor goes bad or is damaged it will not allow the plugs to fire but you should still have fuel pressure. also check all connections.
Make sure the battery is fully charged. If it starts by jump starting it. Your battery needs to be replaced. If it turns really slow, the starter needs replacement.
