- Thank you for the reply. No, it was really not that deep, inside was dry. I think she went in and chsnged her mind then it died. She said something about a guy pulled her backwards off the street but I don't know that she had it in nuetral, she doesn't think that she could get it to go so I am afraid he drug her her just a little. The air cleaner and the box were wet, the intake to teh throttle body has just a little water in the hose leading to it. We put in a new battery, i pulled the starter and it engages and spins but when you put it back on the motor it just clicks but does engage or turn the engine over, when you in the car the instrument lites are on and then they dim a little while you are turning the key. I am afraid there is something electrica/computer type that is keeping it from engaging and turning the engine. I think if it would tun ober it would start. The noise it makes is just like a starter when the battery is too dead to crank it over. Don't know wherer to start now.
thanks,

- When i pulled the starter it appears to bench test properly. The relay is a possibility, where would I find that and can it be tested or only repalced? When i bendh tested it, the silenoid pops the gear in and out and the power spins the motor. When it is back on the vehicle you can hear and feel the silenoid bang but it doen't seem to spin the gear and does nothing to the engine with regards to cranking it.
As components like the starter are designed to work when they are getting very wet while driving in heavy rain etc it is unlikely that water alone could cause your problem.
I would be more inclined to check for debris from the flooded road getting into the clutch housing and preventing the starter engaging with the ring gear.
When you say the starter wont engage do you mean that the engine wont turn over?
If so have you checked that the engine bores are dry or that the exhaust is not full of water
This will cause back pressure and the engine will be hard to turn

- Take out the ignition plugs
Turn the engine over using a large socket on the crankshaft pulley
Check that water does not come out of the plugholes
If the air filter was wet then there is more of a chance that she was in pretty deep and she aint telling you the full story.
My daughter drove a car thro a stop barrier which came up out of the ground and trashed the front of her car, she told me at the time the barrier was switched off , I later reasoned out that she had gone to the campus office to get a token to let her off site so why did she do that if the barrier was down (The two did not add up )
no sounds like the starter is water logged and the water is causing the starter drive not to engage. it will need to be remove and dried thoroughly. please let me know if there is more i can help with.
You likely could have a bad starter relay. Other possible causes could be bad solenoid or corroded, dirty, or loose negative battery cable which is very common.

if the car hasn't been driven in a few hours and I put it in gear, the engine just revs, but nothing happens; then eventually something kicks into place and it will move a little bit. however if I let the car sit for 10 or 15 minutes before driving I have no problems
