Truely I am not trying to blow-off you and your question but, based upon the sheer number of pages (at least 20-pages or more) that would have to written under this forum, I strongly suggest you go to alldatadiy.com for the most complete lighting component locations and wiring diagrams. It covers the fuses, wiring identification diagrams, relays, ground locations, and splice locations. It is about $25 for a 12-month subscription. They have the most extensive wiring and location diagrams I have seen anywhere. That is where I go with my questions for this subject. That site is also filled with everything you wanted to know about your entire vehicle - bumper to bumper.

Why would just my low beams not work on 03 galant.

It could be the low beam relay is bad , or the dimmer switch . You would need to know how to test the circuit . First off you need a wiring diagram of the circuit an a component location diagram ( in case you don't know where the relays are etc... Do you know how to use a test light an a DVOM - digital volt ohm meter . Do you know how to read a wiring diagram ? You could go to you tube an watch some videos on basic electrical trouble shooting . No Low Beam Head Lamp Chrysler Pacifica I know this isn't the same as yours ,doesn't matter . If you can fix one you can fix another ,with right wiring diagrams .

I have a 2003 mitsubishi lancer. Everytime I try to turn my key from the ignition to start my car my fuse 4 (40A) blows up I replaced it twice but the new fuse just keeps blowing up:/ what's going on?...

There is a major electrical fault that keeps blowing the fuse. The fuse protects that part of the electrical circuit, 40 amps is heavy electrical circuit, it it wasn't protected by a fuse it car could catch on fire.
You need to get an auto electrician or your Mitsubishi service center to locate the fault and repair.
If you had a wiring diagram for your car then you can trace the wiring from the 40A fuse to the various components to locate the wiring fault or component fault.

There is an electrical problem in which the Fuel door, the interior lights and the hatch on my 2000 vw golf will function for a split second as I replace the fuse and it blows out. Do you know what I need...

You could apply the 'Smoke Test" .... but that will only show you 'where' the short is located.!

...but seriously...you need a electrical tech' or at least a tech' who knows your vehicle.

You have a dead short in the BATT+ wire from the fuse block to one of those items you mentioned or to a component also supplied with power from that fuse.

The convertible top is prime suspect as wires get jammed under the back seat.

Do not install a heavier rated fuse. You could start a fire. Seek professional help.

your local auto parts store can give you your specific information, as can the parts desk person at your local dealership or possibly even an aftermarket repair shop by using an electronic component locator manual. your local auto parts store will probably be the most willing and friendly.

I have a battery draw problem in my 96 eagle talon.It's not the alternator.I've got it narrowed down to 2 fuse's the ignition and engine fuse. when I pull both fuse's I loose the draw. one or the other I...

If you still get current drawing when car is turned off, you will have to start pulling electrical connectors and checking for draw. If no change, connect, and go to next connector, repeating until the draw stops, this is the bad component.
I would start with any aftermarket electrical components. Alarm's, radio's, etc. Then I would disconnect and check for draw on any component that get's power when car is off. Horn, light's, brake light switch (usually located towards top of brake pedal), radio, cigarette lighter, etc...Disconnect each component separately and check for current draw.
