There isn't a fuse for the reverse lights. The wires run threw the Neutral safety/range selector switch. Mounted on the transmission, under the shift cable.
You may have a faulty/shorted reverse light switch. The back-up lights come on when you put the shift lever in reverse. The shift lever linkage contacts this switch. If the bulb and the fuse are good, (the fuse will affect other circuits as well, not only the reverse lights), your next stop is the reverse light switch. It is located on the gearbox and is a switch with two wires coming from it. Remove the wires and touch them together and see if the reverse light comes on with the ignition on. If they do, you need to replace the switch.
check for power to the reversing light switch ,open a paper clip up and bridge the connections to see if the reversing lights work as for the cruise its possible its the same fuse but never seen a focus with cruise on here in spain so i wouldnt know
