The rheostat is the little dial on the dashboard that alters the brightness of the dash lights. It isn't under the hood. If your turn it all the way down until it clicks, it will turn off the lights. It will be in your manual.
check for a dome light on and off switch by the headlight switch or check to see if the dash light dimmer is not turned down the whole way. if those are good then check to see if the door switch by the hinge is not stuck
I think this happened to my 03 montero sport. The problem was the cigarette lighter(it is on the same fuse as the ignition). It wasnt connected correctly and was shorting out the fuse. Since i dont smoke, I simply disconnected the cigarette lighter completely.
I don't know if this will be the same as our 2003 Montero, but I saw this when looking for a solution to our problem and thought I would mention it. The fuse for the dome light in our Montero is in the fuse box under the hood, next to the battery. It also had a weird yellow box around that fuse and another. I finally figured out that if you pull up very ******* the yellow box around those two fuses that it will lift partially up and you can get the fuse out (had to use pliers to get a good enough grip to pull it up first time). If yours is the same, you'll understand when you see it.
