try changing the wiper relay first and check out the fuses if all is good then the motor itself may have seized or the worm drive may be worn or broken check the toothed spline where the wiper blade attaches the splines may be smooth or broken which will stop the blades moving back and forth
blower motor is in center of dash, you get to it under the hood remove the w/shield wiper arms remove top cover (under wiper blades) then remove the cover for the blower motor
there is circuitry in the wiper motor to "park" the wiper blades in the full down position after you turn them off. that means that power is going to the wipers even with the switch off. this circuitry is going bad in your wiper motor. You will have to replace it, on the S series this should be done by an experienced saturn person, i.e. most likely a dealer. you will find a saturn wiper motor is nearly $400 while you can get one at advance or autozone for about $100. the labor is at least $200. when you shut the car off and restart it the wipers do not come back on until you turn them on?
You need to replace the crank arm on the motor and either replace the bracket under it or bend the tab back up on the bracket so the crank arm can contact it so the wipers stop in the right place.
Usualy it is not the motor which is faulty.The main rod where the vipers mounted use to rust together.The best thing to do is to take this parts off the car, dismantle it, clean it ,then assemble it with good quality grease.
