The parking lights should be on a different circuit from turn signals - hazard lights. The bulbs usually have two filaments, one for each circuit. On most models there is a tail light fuse and relay that handles front and rear parking lights.
Blinkers and hazards normally work on the same fuse. Sounds like the hazard switch has a problem.Get the hazard switch out and bridge the two connector wires to the switch. If the hazards then work the problem is in the switch.If it don't work you may have a problem in the wiring between the switch and the flasher relay.
Most GM the blinkers and flashers have seperate relays. But if see your flashers work you know the bulbs are good. So there is one thing out of the way.
The turn signal relay should be a two prong relay on the interior fuse panel. The hazard relay would be one with three. The hazard relay may be on a "convienience" center which is usually tucked way up under the dash.
Flasher relay under the dash needs replaced. Go to auto store buy a new one. Unplug old one and insert new one. If that doesnt do the trick it is probably the column stalk for the blinker needs replaced.
check all the bulbs .... one is very likely burnt out that tends to happen. i would also consider that the known good relay could very well be defective too (it happens).
have you walked around and check the turn signal bulbs and sockets for burned bulbs and/or corrosion? if so then you might want to look at getting a new turn signal handle " stalk" . good luck and let me know what you find out.
check the hazard switch ive seen them stick or wear out and nothing works. good luck also look for a bulb with only one prong on the end of the bulb it will short the dash lights to keep signal on
