You have a manual fuel pump and the diaphragm is broken. Replace fuel pump.

Hello baas60: My name is Roger andI will help you. The fuel pump on the 1996 Ford Taurus is located in the fuel tank. THe best way to access the pump is from underneath the car. You will need to drop the fuel tank in order to gain access to the pump. this is best done on a hoist. Should you need further help please just ask. Please rate the answer you received. The fuel pump power on the Windstar is controlled by a component called a Constant Control Relay Module (CCRM).
Its located located on the driver's side of the engine compartment.
