The steering wheel will need to be removed and inspected. Most likely the switch is bad and will need to be replaced. Only an inspection will determine what actually broke or fell apart

You have a lever inside the steering housing that gets tripped to shut it off. Sometimes it breaks off. The air bag light is a problem that I believe is a Recall thing. But mileage or time may be gone out of date.
Regarding the passenger seat, to allow someone into the back seat, push the seat back lever DOWN. This will flip the back of the seat forward and allow the seat to slide forward. Simply push firmly on the seat back (no need to touch the lever) and it will return to its original position.
If you pull the seat back lever UP, you can adjust the recline angle of the seat back. Pulling the lever UP will also let you fold the seat and slide it forward, however, it will not return to its original position.
If you can hear a faint click sound as the steering wheel is returned to the centered position, then my solution may apply. This type of problem was found on a 1997 Dodge Neon. There are two issues on this car. There are a pair of reset tabs that rotate with the steering column. They can move out of position because they are part of an assembly that latches into position. When the assembly is snapped back into position this may resolve the problem. In my case it allowed the turn signal to reset in one direction. Next, I cut a short
0.3" section of 0.25" I.D. aluminum tubing and notched and shaped it to fit over the cam on the end of the reset lever on the turn signal assembly. I crimped it so the piece could not fall off. This made the reset lever cam slightly wider and allowed it to be pushed a little further by the reset tabs. This has worked very well.
The newer Cars have a start relay (not the starter solenoid) it is usually in the engine compartment @ the firewall or wheelwell. It will be grouped with some other relays & possibly some fuses.
