This code is for the theremostat heater control sensor that is under the intake. very labor intensive and should be handle by a quilified tech. the reason the code will not clear is because it is a hard fault and it is seeing it constantly or you do not have the proper scan tool with the correct software. it needs to be vag software and you can get one of these off ebay for under 50 dollars.
you can check the respected fuse for ecm circuit -j220 if that is okay it will need to be tested further.

The fault that you are getting p0599 is described as
thermostat heater control circuit high and is probably attributed to a failed
map controled engine thermostat.
You need to replace the above said thermostat for its perfect working..
