The fuel pump is located inside the fuel tank. The fuel tank will have to be removed to gain access to it since it is installed into the tank from an access plate in the top of the tank.
Take it to Ford and have them run their troubleshooting machine on it.Costs about 70 bucks and sometimes if they do the repair,this cost is removed from the bill. Ask Ford. don-ohio
Call a few shops in your area, be sure to quote that you want a "Motorcraft" or "Delphi" fuel pump. Most aftermarket pumps are not good quality. Do not buy pumps from ottozoon or other cheapo parts stores.
I have a 2000 ford focus and there was a recall for a defective fuel pump. THe dealership replaced it for free. You should check Ford recalls for this problem.
Under the hood there is a grey box on the right side open it and then you will see some plugs there is a 3prong plug take it out and get it replaced it will cost about $4.00 or no more then $10.00 or so and it should start after that I had the same problem.
