Start by checking the fuel pressure and do it while starting. see how long it takes for the fuel pressure to build and once it has built up, wait and watch it bleed down. it should hold. if not, replace the pump and filter. a fuel pressure guage is going to be your best friend in this case. it would be a good idea at this point to also replace the plugs. happy new year

Ran fuel tank empty, now it wont start

when you run the tank dry. all the contaminations that gather on the bottom of the tank may be drawn into the fuel filter blocking it completely.

another possibility is that there is a problem with the fuel pump. they cannot take running dry for very long. so it may have burned out if you kept trying to start the car without fuel

or the fuel pump is simply not able to suck enough fuel to prime itself

Underhood fuse block swap out relay #7 thats the ECM relay.
Ground Circuits Using a DVOM, touch negative voltmeter lead to a good ground. Touch positive voltmeter lead to each ground terminal. With vehicle running, voltmeter should indicate less than one volt. If reading is greater than one volt, check for open, corrosion and loose connection on ground lead. See ECM GROUND LOCATION table for ECM ground location.

After changing the fuel filter on a 3.5 petrol injection rodeo do you need to prime the fuel system

no; the pressure supplied by the fuel pump should easily purge any air.it won't hurt to hold the accelerator at a position of high idle on initial start-up.
