What year is your focus ? Replacing a PCM - engine computer ,it will need to go to the dealer for programming ! You can't just replace a module from one vehicle to an other without programming PATS keys , VIN # an some other thing's it won't start !
Could be. But there are more reasons why a car does not start. But if you are sure the computer is damaged, it will certainly prevent your car to start. It would not be safe to drive a car with a damaged computer because you won;t know if all security systems are up and running.
I know from experience most of the components are not serviceable, so it is best to get a used unit from Ebay or local wrecking yard that has BMW parts. You can open up some of these modules, look for obvious damage like a burnt capacitor or resistor, but the prom IC chips are near impossible to replace without damaging circuit board.

dont know you location. but has the ecu been checked i mean been opened and the fuse's checked in side. there is a fuse in side that can pop if the voltage goes to high...
Try and swap it out, try and find someone with the same car, make sure the transmission is the same. with your year car i believe only the 2000 and 2001 can swap. It sounds like the ECM is bad though.
I would replace the computer box- these can be very pricy! In fact I would recomend replacing the car, you will have nothing but trouble from now on. When a vehicle is submerged, water goes into all kinds of places, and really messes up the whole electrical system. The wires will start to corode from the inside out. The reason for this, is the fact that the insulation on the wire is much like a straw with wire in it. Once the wires get wet in a situation like this, they get wet on the inside also, holding that water, and eating the wire. Every flood car that I have seen, will die a slow and painfull (wallet)death.
possibly. have you changed all your filters? check air filter and throttle body. may be ruined from the water. the throttle body can be cleaned with a fuel injection spray. does your check engine light come on?
try this key on engine runningblower on hight temp sset at cold . hold down the top button and the third on the control all the lights will start flashing after the module calibrates the light should go off.Good luck
