check for the release wire fully releasing the lock on that side. when you pull on the release lever it is to pull both release locks so the seat will move.
The plastic pull on the top of the seat may have been screwed down too much. If that happens, it will not allowing the lock mechanism to fully unlock. Unscrew the top plastic pull a little at a time and at the same time reach around and pull the lock leaver up until it is in the full unlock position. You should then be able to pull the plastic lever up normally and fold down the seat.
I have a 2018 Kia Forte EX and no matter how I pull the seat release lever in the trunk, like I've done with all of my other cars, when I go to pull the seat down it's still locked in place. The ONLY way I've been able to get around it is to pull the lever inside the trunk with one hand, and then pull on the headrest of the seat inside the car with the other. It's absurd. And it's the same on both sides. I should be able to simply pull the release lever in the trunk then go around to the seat and pull it down. But it doesn't work.
is the belt wrapped around the lever to adjust the seat?
Try sliding the seat to get some slack.
He may have it in ALR mode. That is when you pull it allthe way out, and then it ratchets it's way back in until it is all the way in. Then it reverts back to pulling out and going in w/o ratcheting.
This is to lock a child seat in.
So, you need to get it in all the way somehow.
You can pull off the back seats. If they do not fold down they will have medal clips on the back of the seats. You will have to pull up hard and when they release pull forward. Takes some muscle to get it off. Do not pull forward until the seat is off all the clips or else you will bend the clips and the seat will not go back on flush as it is now.
Best you can do is move it back and forth, pull and release and see if moving it right and left will release it, making sure it is not twisted at the point where it goes into the receiver.
There shouls be 2 straps inside the trunk at the top. Both on the driver side but one is for the left side and one for the right side seats. Pulling on the straps releases the 'lock' that should then allow you to pull down the seats from the back seat area.
