You have a worn turbo bearing.I would get a replacment turbo before you do any damage.When you start the engine the bearings in the turbo are dry of oil.Has you start the engine the oil will reach the bearings and the noise will apear to go away.
it could be your belts. to figure out if it is get a bar of soap and rub it on the inside of your belts. if it stops screaming from that then its just a cheap belt. it will stop the screaming for a little bit and it will come back but i would suggest getting a new belt because it could be quite dry and warn out and you risk it snapping on you and your fan could stop or your alternator will fail and you could get stranded if you keep driving. just hope thats the problem and not your turbo because if its your turbo your going to be spending some money that could go into something better.
