There could be a few reasons why the LED bulbs and the standard bulbs are not functioning properly in your Passat B6 estate:
The LED bulbs you installed may be incompatible with the car's electrical system. Make sure you are using LED bulbs that are specifically designed for use in your car and that they are compatible with the car's electrical system.
There may be an issue with the car's wiring or electrical system. Check the wiring to the headlights to make sure there are no loose connections or damaged wires.
The car's fuse for the headlights may be blown. Check the fuse and replace it if necessary.
The car's headlight switch may be faulty. Try replacing the switch to see if that fixes the problem.
This same thing happened to me... Took it to a VW dealer and ran diagnostics... found nothing. After days of frustration I found it wasn't a fuse problem at all. Replaced the bulbs with "Bright Whites" from Napa... After replacing the bulb I still had trouble with right side, it took several attempts to install it properly, before it worked. Had to do this against the garage door to be able to tell when they were working properly. Therefore, I found that it was all in the way I was installing it.
I've just changed one in my Passat, if your car is fitted with projector lense dipped lights, here's how....
1, switch off all lights and ign.
2, remove rubber waterproof cap from rear of lamp.
3, reach in and pull the bulb and it's connector out, it is held in place by 3 spring prongs, (space is very tight but it can be done with a little patience).
4. remove the old bulb from the connector.
5. making sure not to touch the glass area of the new bulb, fit it to the connector.
6. install the bulb into the rear of the lense with the tab pointing downwards, it may require a little wriggling to get it located,
7. once the bulb is located in the rear of the lense, push gently untill you hear a click, bulb is now locked into position.
8. refit the rubber waterproof cap.
9. test your lights.
10. if working, enjoy a nice mug of coffee. (I did)

I would first check the fuse for the lights. It could be blown bulbs but odds are they don't blow at the same time. Sometimes when the bulb blows, the fuse goes too so you could also need a new bulb. Good luck!
The filament in every bulb acts like a fuse. Also the fuse block may have fuses for your lights. Some cars do and some do not. If the fuses are good, more than likely a short in the wiring could be the problem. The switch is good if one light comes on you know
they could fail in pairs, check bulbs ,remove and install new ones also check fuses after installing new bulbs if they dont work because they sometimes pop the fuse when they blow out , also theres a left and right lamp fuse so check both fuses , but only if lamps dont work after you install them. hope this helps, good luck.
