I can't say without looking because there are so many different types. But I am pretty sure you have an issue in the steering column possible below the ignition barrel. There is a pin / clip /rod or whatever your model has that engages when you turn the key. Yours it stuck "on " or broken.
Hope this helps.

You'll need to get more information. Find an auto parts store that offers free engine code readouts and have them tell you what the engine computer has detected. This will shorten the long list of possible causes. Post again with the results - you may get to post your own solution. I've had a bad fuel injector driver transistor in the computer (throttle body injection) and an ignition module do this to me.
2 potential answers from personal, NOT A MECHANIC, experience:
1. bad ignition switch
2. bad intake manifold gasket, will cause a cylinder to fill with antifreeze and lock up engine.
If it clicks when you turn key, probably not #1,
Good luck, and pray for #1, the other is very expensive to fix.
The 1992 Lumina APV does not have a crankshaft position sensor. If your car has a tachometer in the instrument panel it gets it's "signal" from the ignition coil.
when you say car lost power bought a new battery.sound like alternator not charging battery.with car running your voltage at battery should be 13.5 volts or 14.5 volts it not alternators need replacing.have garage replace alternator if faulty because 1993 to 1994 cars if you disconnect battery car would lose memory causing car not to idle.the car will stall out at a stop light or stop sign whole lot.it would relearn itself but the stalling out dangerous around a lot of traffic.
